This compilation is organized by city in the prescribed order, with policies within each city sorted by publication date. It covers government policies, subsidies, care services, and supported employment for persons with disabilities issued during August 2026, applicable to adults (16+) with intellectual or mental disabilities. The compilation also includes the latest open-call project information from major foundations serving persons with intellectual/psychiatric disabilities.
Key features of the August 2026 update: ① National policies entered the annual "adjustment window" — the State Council Information Office held a dedicated press conference on the 14th Five-Year Plan for disability affairs; the "14th Five-Year Plan" for Disability Protection and Development officially entered implementation; the national standards for "Barrier-Free Tourism Service Specifications - Tourist Hotels" took effect August 1; ② Cross-province one-stop service for disability subsidies fully landed nationwide; Levels 3 and 4 persons with intellectual or psychiatric disabilities are being incorporated into the nursing care subsidy scope; ③ China Foundation for Disabled Persons and Hong Kong Kadoorie Charitable Foundation jointly launched the "Visually Impaired Independent Living and Social Inclusion Project"; the China Charity Federation's "Emergency Rescue Action" Ningxia project was fully launched; ④ Suqian launched the third phase of its public welfare training under "Tuo Miao Plan" (August 15); Chengdu, Xi'an, Chongqing, Taiyuan and other cities released the latest disability subsidy payment data.

1. "14th Five-Year Plan" for the Protection and Development of Persons with Disabilities (Guo Han [2026] No. 60)

The Plan optimizes the dynamic adjustment mechanism for two disability subsidies (Living Subsidy for Impoverished Persons with Disabilities and Nursing Care Subsidy for Severe Persons with Disabilities). The nursing care subsidy scope may extend to persons with Level 3-4 intellectual and psychiatric disabilities. For the first time, the Plan lists "Autism Full-Life-Cycle Care Promotion Action" as a dedicated section and proposes the "Persons with Intellectual Disabilities Community Inclusion Plan."
2. SCIO Press Conference on "14th Five-Year Plan" Disability Affairs (July 27 / August analysis)
China Disabled Persons' Federation (CDPF) Chairman Zhou Changqui outlined four priorities: ① Strengthen basic protections (optimize two subsidies, establish assistive device subsidy, enhance care for severe disabilities); ② Deepen empowerment development (enhance education and training, multi-channel employment and entrepreneurship, technology-assisted disability services); ③ Highlight rights protection (special attention to special-needs groups such as persons with intellectual disabilities); ④ Highlight cultural provision (push quality public cultural sports resources to grassroots). CDPF President Cheng Kai added that compared with the "13th Five-Year Plan," two new indicators have been added: "1 million new urban-rural jobs for persons with disabilities" and "3.50 million person-times of severe-disability care services."
Medical Science News (August 7): The Plan for the first time lists "Autism Full-Life-Cycle Care Promotion Action" as a dedicated section, systematically deploying around five areas: early screening & diagnosis, rehabilitation service enhancement, education-rehabilitation integration, community living and employment for older adolescents, and family support services.
3. Multiple New Disability Regulations Effective August 1, 2026
National Standard "Barrier-Free Tourism Service Specifications - Tourist Hotels" (effective August 1): China's first national standard in the tourism sector adopting international standards. Specifies barrier-free standards for 18 core facility types, covering all hardware scenarios including entrances, signage, parking, accessible routes, ramps, elevators, handrails, public toilets, lighting, switches, and self-service machines. Strengthens service processes, personnel capabilities, and information accessibility as soft-power components.
"Tourism Shopping Venues Service Quality Requirements" (effective August 1): Specifies that toilets should be equipped with accessible stalls or parent-child rooms, entrances should have accessible passages, and venues should provide wheelchairs, strollers, and corresponding auxiliary services.
"Measures for Administration of Branches and Representative Offices of Social Organizations" (effective August 1): Prohibits establishment of regional branches, surname/clan branches, branches with overlapping membership, or branches with same/similar names or business scope.
"Measures for Administration of Awards and Recognition Activities of Social Organizations" (effective August 1): Requires approval for awards/recognition activities and project list management.
4. Nationwide Optimization of Disability Certificate Renewal Process (effective August)

Disability certificates are valid for 10 years; certificates issued around 2016 will expire centrally. Two situations: ① Disability certificates issued after 2018 with complete archives and stable conditions - no re-evaluation required; ② Pre-2018 certificates lacking medical reports or with significant condition changes - re-evaluation required. Recommended renewal 3-9 months before expiry. Cross-province renewal supported - new certificates mailed to home, no fee.
5. China Disabled Persons' Federation "Visually Impaired Independent Living and Social Inclusion Project" Launched (August 12)

The project relies on visually impaired peer mentors to conduct skill training and psychological counseling, with Beijing as a demonstration base and Shandong, Jiangsu, and Hunan as pilot provinces. The project cycle is three years. Four implementation paths: ① Visually impaired peer mentors providing hands-on teaching and psychological counseling; ② Service delivery to communities and families; ③ Priority support for middle-aged blindness and homebound visually impaired persons; ④ Pilot provinces systematically develop teaching systems and service standards. 6. CAAC and National Railway Continuously Optimize Priority Passenger Booking Service for Persons with Disabilities
Release Time: July-August continuous updates | Issuing Departments: Civil Aviation Administration of China, China State Railway Group
Persons with disabilities can book pick-up, priority security check, wheelchair push, boarding/disembarking assistance via 12306 official customer service or airline customer service. Train stations and airports provide dedicated priority security lanes and love-care waiting zones; wheelchairs and assistive devices are transported free of charge. Severe disability travelers may bring one companion to enjoy priority ticket purchase and security check.
7. Cross-Province Service for Two Disability Subsidies Fully Deepened (August)

Persons with disabilities residing away from their household registration location long-term no longer need to return to their place of household registration to apply. Two methods: ① Search "民政通/MZT" mini-program on WeChat or Alipay, complete identity verification and submit subsidy applications online; ② Visit street/township administrative service windows at current residence for cross-regional acceptance with internal system transmission to household registration location for audit. Subsidy funds are still disbursed to the individual's social security card financial account; subsidy standards follow the household registration location's standards.

1. Guangzhou
2026 Guangzhou Disability Student Education and Living Subsidy Public Notice (August 12 release): In accordance with "Guangzhou Municipality Disability Education Support Methods" (Sui Canlian Gui Zi [2023] No. 3), the lists of pre-school disabled children education living subsidy and disabled students education living subsidy have been published on the Federation website. Huangpu District 2026 Disability Enterprise Employee Basic Pension Insurance Funding Reminder (August 6 release): In accordance with the "Guangzhou City Disability Basic Pension Insurance Funding Method" (Sui Canlian Gui Zi [2024] No. 4), the 2026 funding application work officially started July 1. No new policy changes this month. Tianjin has raised rehabilitation training subsidy for 0-7-year-old children with intellectual disabilities to ¥24,000/year, continuing implementation in 2026.
6. Qingyuan
No new policy changes this month. Guangdong Province's 2026 disability subsidy standards raised to ¥217/month living subsidy and ¥290/month severe nursing subsidy continue to apply.
7. Chongqing
"Chongqing 14th Five-Year Plan Social Development Plan (2026-2030)" (issued August): Clarifies tasks to strengthen disability development protection: improve "Sunshine Home Program"; strengthen care services for severe disabilities; build one municipal-level severe-disability care institution; "elderly parents + disabled children" family care unit coverage reaches 90%+. 12. Hangzhou
"Hangzhou Municipality Motor Wheelchair Vehicle for Persons with Disabilities Management Method" Amendment (Order No. 355): Reviewed and approved at the 95th Executive Meeting of the Municipal Government on April 30, 2026; promulgated June 2; effective upon promulgation. Confirms that motor wheelchairs for the disabled are managed as non-motor vehicles. Continuous Forwarding of "Warmth Changes for Persons with Disabilities in the Next 5 Years" (released August 6): Helping promote core content of "14th Five-Year Plan", focusing on optimizing two-subsidy dynamic adjustment, strengthening rehabilitation assistance for disabled children, expanding employment (including new positions such as data annotation and AI trainers), and urging government agencies and SOEs to take the lead in quota-based employment. 15. Shenzhen
Bao'an District Civil Affairs Bureau Response on Autism Group Full-Cycle Support (August): Bao'an District strictly implements Shenzhen's two-subsidy measures, providing precise subsidies to eligible autism groups: ¥400/month living subsidy for low-income and low-income-edge family autism persons; ¥452/month severe nursing subsidy for eligible severe autism persons, paid monthly and in full. Since 2026, 6,809 persons in Bao'an enjoy two subsidies (approximately 1,050 autism cases), with cumulative issuance over ¥18.30 million.
