This compilation covers government policies, subsidies, and programs related to disability welfare, care services, and supported employment issued during July 2026, applicable to adults aged 16+ with intellectual and psychosocial disabilities. It also includes the latest foundation project application information.

1. "15th Five-Year Plan for Disability Protection and Development" (State Council Letter [2026] No. 60)

Effective: July 1, 2026 | Issued by: State Council Working Committee on Disability

Key highlights: Improve dynamic adjustment of disability two-subsidies, extend care subsidies to Level 3-4 intellectual/psychosocial disabilities in pilot areas; multi-form care services (home-based, day care, combined elderly-disability care); dedicated section on "Autism Lifecycle Care Promotion Action" and "Community Integration for Persons with Intellectual Disabilities" program.

2. State Council Press Conference on Disability Affairs (July 27, 2026)

CDPF Chairperson Zhou Changkui outlined four priorities: (1) Strengthen social security; (2) Deepen empowerment through education and employment; (3) Strengthen rights protection for vulnerable groups including persons with intellectual/psychosocial disabilities; (4) Enhance cultural services.

3. "Social Assistance Law of the PRC" (Effective July 1, 2026)

First dedicated social assistance law, enabling individual assessment for minimum living allowance eligibility for persons with severe disabilities in low-income marginal families.

4. 7th National Conference on Disability Work (July 16, 2026)

State Councilor Shen Yiqin addressed: Comprehensive review of "14th Five-Year" disability work and deployment of "15th Five-Year" high-quality development. Emphasized placing disability work in a more prominent position. CDPF Chairperson Cheng Kai called for full implementation of the 15th Five-Year Plan and organization of the 3rd National Disability Sample Survey.

5. CAAC "Measures for Strengthening Disability Air Transport Capacity" (July 9, 2026)

Comprehensive measures covering "facilities, information, processes, personnel, and supervision." Requires airports to ensure accessible facilities and carriers to establish multi-channel service request systems for passengers with disabilities. Goal: build a modernized disability air transport service system.

6. 3rd National Disability Sample Survey Launched

Launched June 2026, three-phase approach through 2028: preparation (2026.6-2027.9), field survey (2027.9+), data processing (2028). Covers ~2.8 million people (2 per mille of population) nationwide, collecting disability status, causes, living conditions, and service needs.
