July 2026 Compilation of Policies for Adults with Intellectual and Developmental Disabilities (Second Half)

I. Editorial Notes
This compilation is organized by city in the specified order, with policies within each city listed chronologically by publication date. It primarily covers government policies, subsidies, and programs related to disability welfare, residential care services, and supported employment published or implemented in the second half of July 2026. The target population is adults aged 16 and above with intellectual and developmental disabilities (including intellectual disability, psychiatric disability, etc.).
The most significant national-level policy development is the "15th Five-Year Plan for the Protection and Development of Persons with Disabilities" (Guohan [2026] No. 60), promulgated on July 1, 2026. A special press conference was held by the State Council Information Office on July 27 to introduce the plan.
II. Key National-Level Policies
1. "15th Five-Year Plan for the Protection and Development of Persons with Disabilities"

The plan addresses seven major areas with 32 key tasks: improving social security, promoting employment and entrepreneurship, strengthening care service systems, enriching cultural life, advancing assistive technology innovation, safeguarding equal rights, and optimizing support conditions. Key provisions: Grade 3-4 intellectual/psychiatric disabilities eligible for nursing care subsidies; low-income margin household members with Grade 3-4 disabilities eligible for living allowances; adult severe disabilities may apply for minimum living guarantee as "single-person household." For the first time, the plan includes a dedicated section on the "Autism Full-Life-Cycle Care Promotion Action."
2. "Measures on Strengthening Air Transport Accessibility for Persons with Disabilities"
Issuing Authority: Civil Aviation Administration of China (CAAC) | Date: 2026-07-09
Comprehensive measures to strengthen air transport accessibility, covering regulatory improvements, service optimization, facility upgrades, and personnel training.
3. Implementation of the "Social Assistance Law of the People's Republic of China"
Issuing Authority: NPC Standing Committee | Effective: 2026-07-01
The law brings disability social assistance into the legal framework, codifying living and nursing care allowances. Adult unemployed persons with severe disabilities may apply for minimum living guarantee as a "single-person household."
4. Remarks by Chen Yiqin at the 7th National Conference on Disability Work
Issuing Authority: State Council Working Committee on Persons with Disabilities | Date: 2026-07-16
State Councilor Chen Yiqin emphasized fully implementing the 15th Five-Year Plan, strengthening the social safety net, promoting employment, and improving the care service system.
III. City-Level Policy Highlights
Policy information was collected for 46 cities. Key highlights include:
- Guangzhou: Huangpu District training subsidy reminder (deadline Sept 30); 461,700 yuan in support funds disbursed
- Beijing: 2026 employer position and social insurance subsidy policy updated (application Aug 1 - Nov 30)
- Xi'an: Gaoling District disability care service awarded July 23 (240,000 yuan, Kangning Hospital)
- Qinghai: "Sunshine Home Program" revised; 13 million yuan allocated for 3,500 persons
- Shanghai: Municipal 15th Five-Year Plan issued July 29; Fengxian District care subsidy 600 yuan/month
- Hefei: Shushan District care service contract signed July 28 (5,059,200 yuan)
- Changzhou: Minimum living guarantee raised to 1,110 yuan/month; nursing care allowance to 140 yuan/month from July 1
- Taiyuan: Living allowance increased to 122 yuan/month (up 48.8%)
- Shangluo: "Five-Heart Service" approach launched July 22
- Chongqing: Jiangjin District "Ten Major Actions" for disability employment; Wanzhou subsidies distributed
- Changsha: Tianxin District assistance measures (care subsidy 200 yuan/month); 20 new community rehab stations
- Chengdu: Wuhou District home care subsidy 100 yuan/month; employment subsidy implementation
- Zhengzhou: Special living allowance 750 yuan/month for Grade 1-2 severe and Grade 3 intellectual/psychiatric
- Qingdao: Basic elderly care service list includes severe disability nursing care allowance
- Luoyang: Two-subsidy standards raised to 92.5 yuan/month

- "Beautiful Workshop" Brand Training (training held July 2026 in Beijing)
2. One Foundation (Shenzhen)
- Ocean Heaven Plan (Mar-Dec 2026, ~34.77M yuan raised, 81.75% executed, priority ages 14-59)
3. China Social Welfare Foundation
- Starlight Colorful Autism Fund (continuously accepting applications)
4. Chinese Red Cross Foundation
- "Care Insurance" Phase III (ongoing, 35,764 persons enrolled to date)
- Central Lottery Fund Serious Illness Children Assistance (first 2026 batch disbursed)
5. Alibaba Foundation
- XIN Yi Bai Plan - Disability Assistance (platform accepting project displays)
6. Heren Charity Foundation
- Elderly Care & Disability Assistance (165.04M yuan cumulative, board transition June 2026)
